Coronavirus Assistance for American Families Act This bill provides individual taxpayers with additional recovery rebates in 2021. The amount of such rebates is $1,400 per individual ($2,800 for married individuals filing joint tax returns) and $1,400 for each dependent of the taxpayer. The rebate is phased out for individuals whose adjusted gross income exceeds $75,000 ($150,000 for joint returns). To be eligible for the rebate, taxpayers must include a valid Social Security account number on their tax returns. The bill directs the Department of the Treasury to conduct a public awareness campaign to inform taxpayers of the availability of the rebate.

End Banking for Human Traffickers Act of 2021 This bill establishes requirements related to the use of financial transactions in human trafficking. The Financial Institutions Examination Council must review procedures to improve the capability of specified programs to target financial transactions relating to severe forms of human trafficking. The Interagency Task Force to Monitor and Combat Trafficking must submit to Congress recommendations for the revision of anti-money laundering programs specifically targeting severe forms of human trafficking. The bill provides additional criteria to be considered by the Department of State to indicate a country's serious and sustained efforts to eliminate human trafficking for purposes of certain foreign assistance. Specifically, the bill adds criteria regarding whether a country has taken or is taking steps to implement a framework for preventing financial transactions involving severe forms of human trafficking.

Loan Interest Forgiveness for Taxpayers Under a Pandemic Act of 2021 or the LIFT UP Act of 2021 This bill extends the six-month period during which the Small Business Administration (SBA) must subsidize payments on certain loans made in response to COVID-19 (i.e., coronavirus disease 2019) for those who have previously received SBA disaster assistance for non-COVID emergencies.

This resolution expresses the opposition of the House of Representatives to any plans by the Department of Defense to deliver COVID-19 (i.e., coronavirus disease 2019) vaccines to prisoners held at United States Naval Station, Guantanamo Bay, Cuba, until all Americans have had the opportunity to be vaccinated. Additionally, the resolution asserts that the government should prioritize U.S. citizens for COVID-19 vaccinations.

Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.

This resolution expresses the gratitude of the House of Representatives to the members of the National Guard and law enforcement agencies who were deployed to the District of Columbia to ensure a safe and secure environment for the 59th inauguration.

Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.

Responsible Climate Action and American Competitiveness Act This bill requires the President to notify Congress at least 30 days before submitting to the other parties of the Paris Agreement the climate change-related actions the United States will take. (The agreement refers to these planned actions as nationally determined contributions.) The notification to Congress must contain certain information including (1) a detailed economic justification of the planned actions, (2) a cost-benefit analysis of the actions, and (3) a description of how the actions will support U.S. efforts to counter the malign influence of the Chinese and Russian governments over energy supply chains. The Paris Agreement requires each party to periodically submit its planned actions for addressing climate change, such as a plan to reduce its greenhouse gas emissions by a certain level.

Save Democracy Act This bill addresses issues involving voter registration, casting of ballots, and tabulation of ballots in federal elections. Specifically, regarding voter registration for federal elections, the bill prohibits the use of automatic voter registration systems, requires individuals to provide documentary proof of U.S. citizenship to register to vote, requires individuals to provide their full Social Security number on their voter registration application, and requires courts to notify state election officials when an individual is recused from jury duty because the individual is not a U.S. citizen. Next, regarding the casting of ballots in federal elections, the bill requires individuals to provide proof of identification for absentee and in-person voting, prohibits states from mailing unrequested absentee ballots, prohibits the use of a drop box for collecting voted absentee ballots unless it is located inside of a building that serves as an office for the election official, restricts the delivery of ballots by third parties (i.e., prohibits ballot harvesting), requires that absentee ballots be received before the polls close on election day, and requires states to use Social Security numbers to verify the identification of each individual who casts a ballot. Finally, regarding the tabulation of ballots in federal elections, the bill requires states to permit poll watching by at least two campaign representatives per campaign, requires continuous counting of ballots after the closure of polling places on election day, and requires an audit of voting systems.
