No TikTok on Government Devices Act

No TikTok on Government Devices Act This bill requires the social media video application TikTok to be removed from the information technology of federal agencies. Specifically, the bill requires the Office of Management and Budget to develop standards for executive agencies that require TikTok and any successor application from the developer to be removed from agency information technology (e.g., devices). Such standards must include exceptions for law enforcement activities, national security interests, and security researchers.

To seek the renegotiation of the Paris Agreement on climate change or the negotiation of a new agreement, including the requirement for the Senate to provide its advice and consent to ratification of any such agreement, and for other purposes.

Paris Transparency and Accountability Act This bill restricts the President's authority to unilaterally establish or revise actions the United States plans to take to meet its obligations under the Paris Agreement (a climate change treaty adopted in 2015) and increases congressional oversight of those actions. The bill also prohibits any legal cause of action in U.S. courts pursuant to the Paris Agreement. Specifically, the President must report to Congress before proposing new or revised actions under the agreement. The report must describe the proposed actions, including their impact on global emissions, and outline a detailed plan to address economic effects and related considerations of the actions. If a proposed action results in increased energy or manufacturing costs, the report must include specific policy measures (and timelines for implementing the measures) to prevent (1) job displacement, (2) reduced global competitiveness of U.S. goods, and (3) leaked emissions that may occur as a result of the proposed action. After the President submits a report, the bill provides Congress with a 60-day period to review it. During the review period, Congress may block the actions proposed in the report by enacting a joint resolution of disapproval. The bill also outlines procedures for the introduction and consideration of this type of joint resolution.

Border Surge Response and Resilience Act

Border Surge Response and Resilience Act This bill requires the Department of Homeland Security (DHS) to develop a plan for responding to irregular increases in migration at the border that present risks to border security. The plan shall include various elements including (1) a list of each agency, component, and office involved; (2) a process for quickly expanding capacity to temporarily process and hold individuals; and (3) a strategy for coordinating with local governments and other entities when DHS releases detained individuals. DHS must also identify metric thresholds for determining when to activate the plan and must activate the plan when such thresholds are satisfied. Furthermore, DHS must notify Congress no later than 14 days after activating the plan.

Freight RAILCAR Act of 2021

Freight Rail Assistance and Investment to Launch Coronavirus-era Activity and Recovery Act of 2021 or the Freight RAILCAR Act of 2021 This bill provides a new tax credit for 50% of freight railcar fleet modernization expenses. The bill defines freight railcar fleet modernization expenses to include amounts for railcar replacement and modernization, railcar scrap amounts, and for railcar facility and technology modernization. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.

This resolution declares that decreasing the spread of COVID-19 (i.e., coronavirus disease 2019) in Africa is in the national interest of the United States, commends the work of Africa's frontline health workers, and calls on the United States and the international community to support African countries' responses to the pandemic.

To direct the Secretary of State to develop a strategy to regain observer status for Taiwan in the World Health Organization, and for other purposes.

This bill directs the Department of State to include additional information in its annual reports concerning Taiwan's participation at the World Health Organization's World Health Assembly (WHA) as an observer. The report shall describe changes and improvements to the State Department's plan to support Taiwan's observer status at the WHA, following any meetings at which Taiwan did not participate under such status. (China has opposed Taiwan's participation in the WHA.)

Neighborhood Homes Investment Act

Neighborhood Homes Investment Act This bill establishes a new business-related tax credit to finance home building and rehabilitation in neighborhoods that meet certain eligibility criteria relating to poverty rates, income, and home values. The credit is limited to 35% of the lesser of the qualified development cost (i.e., the cost of construction, substantial rehabilitation, demolition, and environmental remediation of residential properties) or 80% of the national median sale price for new homes. The credit applies to single family homes containing four or fewer residential units, condominiums, or houses or apartments owned by cooperative housing corporations.
