EB-5 Reform and Integrity Act of 2021 This bill reauthorizes the EB-5 Regional Center program through FY2026 and makes various changes to the program, such as imposing various oversight requirements. (EB-5 visas provide permanent resident status to qualified alien investors. A regional center allows EB-5 aliens to pool investments to meet various investment and job creation requirements.) Oversight-related provisions include requiring each center to (1) notify the Department of Homeland Security (DHS) of proposed changes to the center's structure, (2) maintain certain records and make such records available to DHS for audits, (3) obtain approval for each particular investment offering, and (4) annually report to DHS. The bill prohibits certain individuals and entities from involvement in a center, such as (1) a person who had committed a violation involving fraud in the previous 10 years, (2) a non-U.S. national not admitted for permanent residence, or (3) a foreign government official. DHS shall deny petitions, such as a petition to certify a regional center or to classify an alien as an alien investor, if approval would threaten U.S. national interest. The bill provides various enforcement authority to DHS and U.S. Citizenship and Immigration Services, including the ability to permanently bar an individual from participating in the regional center program. The bill establishes the EB-5 Integrity Fund to fund program enforcement activities. The bill contains various provisions related to EB-5 petitions, such as a provision authorizing DHS to extend an alien's conditional permanent residence status.

Drug Cartel Terrorist Designation Act This bill directs the Department of State to designate the Reynosa/Los Metros faction of the Gulf Cartel and the Cartel Del Noreste faction of Los Zetas as foreign terrorist organizations and to submit a detailed report on those drug cartels and any other cartels it may identify. Based on this report, the State Department must designate as a foreign terrorist organization any such identified cartel (or faction thereof) that meets certain criteria for designation as a foreign terrorist organization.

Jaime Zapata and Victor Avila Federal Law Enforcement Protection Act This bill explicitly grants extraterritorial jurisdiction over criminal conduct involving the killing (or attempted killing) of a federal officer or employee. The United States may prosecute such conduct that occurs outside the United States.

COVID-19 Border Protection (CBP) Act This bill requires the Department of Homeland Security (DHS) to devise and implement a strategy to ensure that no alien with COVID-19 (i.e., coronavirus disease 2019) in DHS or Department of Health and Human Services custody may be released into the community during a public health emergency related to COVID-19. Funds previously provided to the Department of State for supporting international efforts to help migrants and refugees respond to COVID-19 shall be transferred to DHS to implement this strategy.

Prohibiting IRS Financial Surveillance Act This bill prohibits the Department of the Treasury from requiring a financial institution to report the transfers into and out of a financial account. This prohibition does not apply to laws or regulations in effect on October 1, 2021.

This resolution requests the President and directs the Department of State to transmit to the House of Representatives, not later than 14 days after the adoption of this resolution, copies of both classified and unclassified documents that refer or relate to certain information on the withdrawal of the United States from Afghanistan, including reactions, concerns, or objections expressed by certain allies and partners; any agreement reached with the Taliban related to the evacuation of specified individuals; and numbers of specified individuals in contact with the State Department to request evacuation assistance from Afghanistan, from July 30, 2021, to the present.

Minks in Narrowly Kept Spaces are Superspreaders Act or the MINKS are Superspreaders Act This bill makes it unlawful to import, export, transport, sell, receive, acquire, or purchase American mink ( Neovison vison ) raised in captivity for fur production, whether dead or alive.

Give Kids a Chance Act This bill authorizes the Food and Drug Administration (FDA) to take various actions regarding pediatric cancer treatments, such as requiring pediatric cancer trials involving a combination of drugs when an applicant seeks market approval for a new drug (or biological product). For an application for market approval for a new adult cancer treatment drug, if the FDA determines that the drug in question is substantially relevant to the growth or progression of a pediatric cancer, the FDA may require a pediatric cancer investigation into that drug's active ingredient in combination with another active ingredient that has received market approval or an exemption for investigational use. Currently, the FDA may only require a pediatric cancer trial for the drug in the application. Furthermore, when the FDA receives an application for an investigational use exemption for an adult cancer treatment drug, the FDA may require the applicant to conduct up to two preclinical studies to determine the relevance of the drug to pediatric cancer.

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

Chinese Military and Surveillance Company Sanctions Act of 2021 This bill requires the President to impose property-blocking sanctions on Communist Chinese military companies upon certain findings. Specifically, if the President determines that imposing sanctions on a foreign person would address certain threats related to the financing of Chinese Communist military companies, the President must impose sanctions on that person provided that the person is identified (1) as a Communist Chinese military company in a specified report to Congress or in a November 17, 2020, executive order, or (2) by the Department of the Treasury as having engaged in transactions in the publicly traded securities (or derivatives) of a Communist Chinese military company.
