End Diaper Need Act of 2021 This bill establishes and expands programs to increase access to diapers and related supplies primarily for low-income families. The Department of Health and Human Services must award demonstration grants to entities with experience in community distribution of basic necessities or other community services to meet diapering needs of eligible families with infants and toddlers. Additionally, the bill permits states to use Medicaid funds to provide medically necessary diapers and supplies to certain low-income families. These families must have a child who is over age three and diagnosed with a serious condition such as bowel or bladder incontinence. It also allows individuals to buy medically necessary diapers and supplies with funds from health savings accounts and other tax-advantaged accounts for health care expenses.

Comprehensive Access to Robust Insurance Now Guaranteed for Kids Act or the CARING for Kids Act This bill permanently extends the Children's Health Insurance Program (CHIP) and related measures, programs, and authorities. Specifically, the bill permanently funds CHIP and related programs that support the development of child health quality measures and outreach and enrollment efforts. The bill also permanently authorizes the Medicaid and CHIP express lane eligibility option, which allows states to use information from designated programs (e.g., the Supplemental Nutrition Assistance Program) to streamline eligibility determinations for children.

This concurrent resolution recognizes the difficult challenges Black veterans faced when returning home after serving in the Armed Forces, their heroic military sacrifices, and their patriotism in fighting for equal rights and for the dignity of a people and a nation. The concurrent resolution also recognizes the need for the Department of Veterans Affairs to continue to work to eliminate any health and benefit disparities for minority veterans.

This concurrent resolution calls for the Citizens' Stamp Advisory Committee to recommend that the Postmaster General issue a commemorative postage stamp honoring the Buffalo Soldiers.

Put School Counselors Where They're Needed Act This bill directs the Department of Education to implement a demonstration project providing competitive, four-year grants to at least 10 secondary schools that have a four-year adjusted cohort graduation rate of 60% or lower, for the provision of additional school counselors and counselor resources. The additional school counselors must primarily serve students identified as being at risk of not graduating in four years. Grantees that demonstrate progress in improving their graduation rates shall be eligible for subsequent grants.
