To amend sections 1547.11, 3701.143, and 4511.19 of the Revised Code to change the laws pertaining to operating a vehicle or watercraft while under the influence of marihuana and the admissibility of evidence for purposes of OVI statutes.

To amend sections 2925.11, 2929.15, 2929.20, 2929.25, 2951.02, and 2951.07 of the Revised Code to change the maximum periods of community control sanctions authorized for felonies and misdemeanors and to modify the confinement sanctions authorized for a technical violation of community control sanction conditions.

To amend sections 2152.16, 2152.17, 2152.19, 2152.22, 2152.26, 5139.01, 5139.05, 5139.06, 5139.20, 5139.35, and 5139.51 of the Revised Code to modify provisions relating to commitment of delinquent children to the department of youth services.

To amend section 9.79; to enact new sections 4710.01, 4710.02, 4710.03, and 4710.04 and sections 4710.05, 4710.06, 4710.07, 4710.08, 4710.09, 4710.10, 4710.11, 4710.12, 4710.13, 4710.14, 4710.15, 4710.16, 4710.17, 4710.18, and 4710.19; and to repeal sections 4710.01, 4710.02, 4710.03, 4710.04, and 4710.99 of the Revised Code to provide for the licensure of debt services providers.
