To amend sections 2151.011, 2151.411, 2151.412, 2151.416, 2151.417, 2151.4122, 2151.424, and 5103.161; to enact new sections 2151.4115, 2151.4116, 2151.4117, 2151.4118, 2151.4119, and 2151.4120 and section 2151.317; and to repeal sections 2151.4115, 2151.4116, 2151.4117, 2151.4118, 2151.4119, 2151.4120, and 2151.4121 of the Revised Code to enact the "Fostering Sibling Success Act" regarding the rights of sibling youths in foster care and to provide for continuation of a child's placement and limit kinship preference in foster care.

To amend sections 4501.01, 4503.10, 4503.103, 4503.107, 4506.14, 4507.09, and 4507.501 of the Revised Code to require all limited term licenses and identification cards to have a maximum one-year expiration and prohibit multi-year or permanent vehicle-related registrations for temporary residents.

To amend sections 2929.01, 2929.14, 2967.01, 2967.13, and 2967.132 and to enact section 2941.1427 of the Revised Code to enact the Felony Accountability for Frequent Offenders Act to create a specification for a habitual felony offender.

To amend sections 149.311 and 175.16 of the Revised Code to allow area agencies on aging to couple the state historic rehabilitation and low-income housing tax credits and require a minimum price for low-income housing tax credits transferred by area agencies on aging.

To enact section 5166.38 of the Revised Code to establish an orientation program for individuals newly enrolled in the Medicaid program and to designate this act the Medicaid Bridge to Independence Act.

To amend sections 3301.0714, 3302.03, 3314.03, 3317.25, 3324.10, and 3326.11; to enact new section 3313.6032 and sections 3302.131, 3302.132, 3313.6034, 3313.6035, 3319.2214, and 3319.2311; and to repeal section 3313.6032 of the Revised Code to enact the Science of Math Act with regard to academic intervention services at public schools and the establishment of mathematics improvement and intervention plans.
