Solar Energy Manufacturing for America Act This bill allows a new tax credit for the production and sale of certain solar equipment produced and sold in a taxpayer's trade or business.
COBRA Subsidy Extension for Workers and Families Act This bill extends temporary health insurance premium assistance for enrollees in the COBRA (Consolidated Omnibus Budget Reconciliation Act) continuation coverage program. Currently, COBRA premiums are fully subsidized through September 30, 2021, and the bill extends the subsidy through September 30, 2022. The bill also provides for expedited review of denials of eligibility for such assistance.
Intergenerational Financial Obligations Reform Act This bill requires the Congressional Budget Office, the Office of Management and Budget, and the Government Accountability Office to provide various reports that include a fiscal gap analysis and a generational accounting analysis. Under the bill, the fiscal gap generally refers to the sum of (1) the total amount of Treasury liabilities outstanding on the last day of the budget year, and (2) the discounted present value of the projected difference between federal spending and revenues during the period of the budget year and at least the next 75 fiscal years (excluding spending for net interest and principal payments on Treasury liabilities). A generational accounting analysis addresses the fiscal impact that projected federal spending and tax burdens will have on various generations of individuals.
Cambodia Democracy Act of 2021 This bill directs the President to impose sanctions on individuals responsible for acts to undermine democracy in Cambodia, including acts that constituted serious human rights violations. The sanctions shall be directed at senior Cambodian government, military, or security forces officials responsible for such actions, as well as entities controlled or owned by such individuals. The sanctions shall include blocking assets and restricting the entry of sanctioned individuals into the United States, and shall not apply to the importation of goods. The President may waive the sanctions with respect to a person or entity if it is in the national interest of the United States. The President may suspend the sanctions if Cambodia makes meaningful progress toward ending government efforts to undermine democracy or committing human rights violations.
Eliminating a Quantifiably Unjust Application of the Law Act of 2021 or the EQUAL Act of 2021 This bill eliminates the federal sentencing disparity between drug offenses involving crack cocaine and powder cocaine. Currently, different threshold quantities of crack cocaine and powder cocaine (e.g., 28 grams of crack cocaine and 500 grams of powder cocaine) trigger the same statutory criminal penalties. This bill eliminates the lower quantity thresholds for crack cocaine offenses. Under the bill, the same threshold quantities of crack cocaine and powder cocaine trigger the same statutory criminal penalties. The change applies to future cases and cases pending on the date of enactment. With respect to past cases, the bill authorizes a sentencing court to impose a reduced sentence on a defendant who was convicted or sentenced for a specified crack cocaine offense before this bill's enactment. A defendant does not have to be present at the sentence reduction hearing. Finally, the bill prohibits the reduction of a sentence that was previously reduced.
This resolution recognizes the importance of ending the stigmatization of substance use disorder.
Transatlantic Telecommunications Security Act This bill directs the Department of State and other federal agencies to help Central and Eastern European countries improve the security of their telecommunications networks. A project located in a Central or Eastern European country shall be eligible for assistance if it (1) improves telecommunications networks with secure equipment or services, (2) removes telecommunications equipment or services from China, or (3) enhances telecommunications market integration across the Central or Eastern European region that is secure against malign actors. To support eligible projects, the State Department must provide, as necessary, diplomatic and political support and must also encourage international financial institutions to provide investment support. The U.S. Trade and Development Agency, the U.S. International Development Finance Corporation, and other specified federal agencies must also provide project support, such as feasibility studies and finance-related support, as necessary.
This bill provides funding through FY2026 and provides statutory authority for an office and related initiatives within the Department of State to advance U.S. foreign policy concerning the status of women and girls. Specifically, the bill provides statutory authority for an Office of Global Women's Issues. The office, headed by an Ambassador-at-Large for Global Women's Issues, must advise on foreign policy and international programs relating to equal opportunities for and the advancement of women and girls. Additionally, the bill provides statutory authority for the Women's Global Development and Prosperity Initiative, which promotes women in the workforce and otherwise supports economic advancement for women internationally. The bill prohibits the office, ambassador, or initiative from using funding to lobby other countries to change their abortion laws or policies or include abortion as a programmatic requirement. The State Department must report annually on the program, including compliance with the abortion-related funding restrictions.
Performing Artist Tax Parity Act of 2021 This bill modifies the tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2021.
Veteran's Electronic Transcript of Residency for Entering New Tenancies Act or the VET RENT Act This bill requires the Department of Defense to establish and implement a standard record of housing history for members of the Armed Forces who reside in housing provided by the United States.
This bill requires the Department of Defense to provide each of its medical providers with mandatory training regarding the potential health effects of perfluoroalkyl or polyfluoroalkyl substances, commonly referred to as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing.
Promoting Readiness and Ensuring Proper Active pharmaceutical ingredient Reserves of Essential medicines Act of 2021 or the PREPARE Act of 2021 This bill establishes the Strategic Active Pharmaceutical Ingredient Reserve. The Department of Health and Human Services (HHS) must annually publish a public list of essential generic medicines that are medically necessary to have available at all times. HHS must report and implement a plan to establish the reserve, which must be designed to minimize the impact of an interruption or reduction in imports of (1) key starting materials (including active pharmaceutical ingredients) for essential generic medicines, and (2) finished dosage forms of essential generic medicines for which key starting materials are not imported. The plan must also contain provisions to strengthen domestic capacity for active pharmaceutical ingredient production, storage, and conversion. Within one year of this bill's enactment, the plan must include at least 25 of the essential generic medicines on the required list. The plan must add at least 25 medicines each year until the full list is covered. HHS must prioritize domestically manufactured key starting materials for the reserve to the maximum extent possible. A manufacturer of an essential generic medicine that switches to an active pharmaceutical ingredient sourced through the reserve shall not have to update the approved application for that medicine. The Government Accountability Office must report to Congress on active pharmaceutical ingredient manufacturing, including the time and costs needed to develop domestic manufacturing capabilities.
