S 1768: Taliban Sanctions Act of 2023

S 1768, the Taliban Sanctions Act of 2023, imposes U.S. sanctions on individuals and entities (including Taliban members) who support terrorism, commit serious human rights abuses, or facilitate narcotics trafficking in Afghanistan. It requires the President to block assets and deny visas to those meeting these criteria, effective 90 days after enactment. The bill also directs U.S. diplomacy to maintain UN sanctions against the Taliban and mandates regular congressional briefings on sanctions implementation and humanitarian impacts. It includes limited waivers for national security interests and specific exceptions for intelligence activities or humanitarian access.

HR 3758: EQUAL Defense Act of 2023

Ensuring Quality Access to Legal Defense Act of 2023 or the EQUAL Defense Act of 2023 This bill establishes and modifies certain programs that support the delivery of public defense services (i.e., legal services for criminal defendants who cannot afford counsel). Specifically, the bill directs the Department of Justice (DOJ) to award grants to state and local governments, tribal organizations, and public defender offices for public defense. A grant recipient must use the grant to establish a data collection process, develop workload limits, and satisfy specified compensation requirements (e.g., pay parity between public defenders and prosecutors). The bill also directs DOJ to award grants to nonprofits and government organizations to train public defenders, court-appointed attorneys, and contract attorneys. Additionally, a state that receives Edward Byrne Memorial Justice Assistance Grant program funds must annually submit to DOJ information related to the legal representation of defendants in criminal cases. Finally, it reauthorizes through FY2027 the student loan repayment program for prosecutors and public defenders and otherwise revises the program, including by increasing the maximum benefit amount.

HR 467: HALT Fentanyl Act

The HALT Fentanyl Act expands the definition of fentanyl-related substances in the Controlled Substances Act to include many structurally similar compounds, making it easier to regulate new fentanyl analogs without individual listing. It defines these substances based on specific chemical modifications to fentanyl, with limited exceptions for substances already controlled or listed elsewhere. The bill also streamlines research procedures for schedule I substances by creating expedited registration processes and allowing multiple studies under one registration, while requiring the Attorney General to publish a list of substances meeting the new definition.

HR 3736: Extending Access to Addiction Treatment Act

HR 3736, the "Extending Access to Addiction Treatment Act," extends the deadline for states to include medication-assisted treatment (MAT) in Medicaid plans. It amends the Social Security Act to change the requirement from ending in 2025 to 2035, giving states an additional decade to implement this coverage. This directly affects Medicaid programs nationwide and the millions of people with substance use disorders who rely on MAT for treatment. The bill makes no new coverage requirements but simply delays the existing deadline for states to provide this specific benefit.

HR 3413: AM Radio for Every Vehicle Act of 2023

This bill requires that AM radio receivers be included as standard equipment in all new motor vehicles (such as cars and trucks) sold in the United States, with a rule to be issued by the Department of Transportation within one year. The rule must ensure AM radio is easily accessible on the dashboard and allows manufacturers to use digital AM radio technology instead of traditional AM. During the one-year period between the bill's enactment and the rule's effective date, manufacturers must clearly label vehicles without AM radio. The bill also directs a study to evaluate whether an alternative system could deliver emergency alerts as reliably as AM radio across the country, especially during crises.

S 1706: Main Street Tax Certainty Act

The Main Street Tax Certainty Act permanently extends the 20% tax deduction for qualified business income (QBI), which currently applies to owners of pass-through businesses like sole proprietorships, partnerships, and S corporations. The bill achieves this by amending the tax code to remove an expiration date (via striking subsection (i) of Section 199A of the Internal Revenue Code). This change directly affects small business owners who rely on the QBI deduction to reduce their taxable income. The key provision eliminates uncertainty about the deduction’s future, ensuring continued eligibility without requiring future legislative action.

S 1696: Portable Benefits for Independent Workers Pilot Program Act

S 1696 (Portable Benefits for Independent Workers Pilot Program Act) establishes a federal pilot program to help independent workers - such as freelancers, contractors, and temporary workers - access portable benefits like health insurance, retirement savings, and workers' compensation. The bill authorizes $20 million in fiscal year 2023 to award competitive grants to state/local governments or nonprofits for developing or improving models that provide these benefits, which workers can retain when changing jobs. Grants cannot fund models offering only retirement benefits, and the program requires a 2025 evaluation by the Comptroller General to assess impacts on worker compensation. This pilot aims to test scalable solutions for a growing segment of the workforce lacking traditional employment benefits.

S 1688: Yes In My Backyard Act

S 1688, the "Yes In My Backyard Act," requires local governments receiving Community Development Block Grant (CDBG) funds to report on plans to adopt specific housing-friendly land use policies. It directly affects cities and counties that administer CDBG programs by mandating annual submissions describing their progress on 22 policy examples, such as allowing duplexes in single-family zones, reducing parking requirements, or streamlining permitting. The bill does not require adoption of these policies but tracks jurisdictions' efforts to remove barriers to affordable housing. This reporting mechanism aims to address discriminatory zoning while keeping existing CDBG funding rules intact.

S 1741: No Fuel Credits for Batteries Act of 2023

This bill prohibits electric vehicle manufacturers from generating, using, or transferring renewable fuel credits (RINs) related to electricity under the Clean Air Act's renewable fuel program. It directly affects electric vehicle original equipment manufacturers (defined as makers of electric cars or light-duty trucks) by blocking their participation in a proposed program (eRIN) that would have allowed them to earn credits for renewable electricity. The bill amends the Clean Air Act to explicitly ban this credit generation and withdraws the EPA's proposed eRIN program. It requires the EPA to issue final regulations within 180 days of enactment, effective January 1, 2024. This change prevents EV manufacturers from using electricity-based credits to meet renewable fuel obligations.

S 1680: Gun Owner Registration Information Protection Act

This bill bars federal funding for state or local databases that track lawfully owned firearms or their owners. It directly affects states and local governments maintaining such databases, preventing them from using federal money to create or maintain these records. The law includes an exception allowing funding for databases tracking lost or stolen firearms and their owners. The key provision is a federal funding prohibition targeting databases of legal gun ownership, not the databases themselves.

S 1674: No START Treaty Act

The "No START Treaty Act" declares that the New START Treaty with Russia is no longer in U.S. national security interests due to Russia's non-compliance (including refusing inspections) and China's rapid nuclear expansion, directing the U.S. to withdraw from the treaty. It mandates a 90-day report from the Secretary of Defense assessing U.S. nuclear deterrence capabilities and proposing specific improvements, such as increasing bomber alert status and restoring submarine missile capacity. The bill sets strict conditions for future arms control agreements, requiring limits on China's nuclear arsenal, robust verification for both China and Russia, and coverage of non-strategic weapons and emerging systems like hypersonic weapons. Additionally, it prohibits unilateral U.S. nuclear reductions without a treaty meeting these conditions and blocks funding for the New START Treaty or successor agreements that fail to satisfy these requirements.
