Establishes the natural gas production contamination response and compensation program; creates the New York natural gas production contamination damage recovery and remediation fund.
Establishes a municipal epinephrine bulk purchase program to enable municipalities to make bulk purchases of epinephrine for use by municipal first responder agencies and elementary and secondary schools in such municipality; provides for taxpayer gifts thereto.
Relates to making false statements to district attorneys, assistant district attorneys or district attorney investigators.
Provides that active volunteer firefighters and volunteer ambulance workers shall qualify for the low interest rate program regardless of income eligibility limits.
Allows an individual taxpayer to claim a credit against their income tax for excess premium paid during the applicable tax year for flood insurance providing coverage on the taxpayer's primary residence; authorizes the commissioner of taxation and finance to promulgate any necessary rules and regulations.
Authorizes the commissioner of New York homes and community renewal, as soon as practicable and subject to the disbursement of federal funds expressly for this purpose to the housing finance agency, to implement an emergency COVID-19 homeownership stability program and issue an emergency homeownership payment directly to the eligible homeowner; makes related provisions.
Requires candidates for district commissioner of a sanitary district to file statements of campaign expenditure and contributions setting forth all moneys and other valuables paid, given, expended or promised by such candidate or incurred for or on behalf of such candidate with his or her approval by any person, firm, association, or corporation to aid the nomination or election of such candidate or to aid or influence the nomination or defeat of any candidate to be voted for at the election.
Requires annual screenings for depression of students in grades seven through twelve and requires the department of education and the department of health to review data pertaining to the results of such screenings for local and statewide trends concerning teenage depression.
Prohibits the sale of flavored smokeless tobacco within five hundred feet of a public or private school; defines "flavored smokeless tobacco"; authorizes the commissioner to impose a civil penalty for violations.
Relates to the sale or use of nitrogen fertilizer; prohibits the sale or use of fertilizer in Nassau or Suffolk counties other than low nitrogen fertilizer; requires the department of environmental conservation to report to the governor and legislature regarding expanding the prohibition to other areas of the state.
