Prohibits a government entity, its political subdivisions, agents or assigns from issuing regulations or guidance related to the COVID-19 virus without first getting approval from the state legislature.

Creates a statewide central register of elder abuse and maltreatment reports and the elder justice coordinating council; mandates reporting by certain persons; facilitates interagency planning and reviews specific agency initiatives for their impact on the reporting and investigation of elder abuse and maltreatment in the state.

Authorizes the city of Long Beach to alienate and discontinue the use of certain parklands to EW Offshore Wind Transport Corporation for the purpose of constructing, maintaining and operating a subterranean conduit and electrical distribution cable system, together with subterranean transition joint bays and link boxes, and appurtenances thereto, under city of Long Beach parkland.
Authorizes the Shulamith School for Girls to file an application with the Nassau county assessor for a retroactive real property tax exemption.
Authorizes the United Church of God Seventh Day to receive retroactive real property tax exempt status.
