Adjusts the school tax relief (STAR) exemption for homes located outside New York city (Part A); relates to a real property tax freeze (Part B); and relates to supplemental state assistance (Part C)

Adjusts the school tax relief (STAR) exemption for homes located outside a city with a population greater than one million for the 2024--2025 school years and thereafter (Part A); relates to a real property tax freeze to reimburse qualifying homeowners for increases in local property taxes on their primary residences (Part B); provides for supplemental state assistance to be paid to cities, counties, towns and villages that are compliant with the property tax levy limits (Part C).

Relates to criminal trespass in the third degree

Adds to the definition of trespassing in the third degree, not having entered a lease or license for such building or real property with the rightful owner, enters or remains in such building or upon such real property or otherwise occupies such building or real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner.

Excludes certain persons from the definition of occupant for the purposes of unlawful eviction

Excludes persons who, not having entered a lease or license for such dwelling with the rightful owner, enters into a dwelling unit, onto real property or otherwise settles on land or occupies real property without title, right, permission of the rightful owner, or payment of rent accepted by the rightful owner from the definition of "occupant" for the purposes of unlawful eviction.
