Directs the superintendent of financial services, in consultation with the commissioner of health, to study the relationship between patient access to care and treatment of Lyme disease and health insurance coverage.

Relates to guidelines for best practices in treating residential properties for integrated pest management to assist in the prevention of ticks.
Prohibits the court from granting custody of or unsupervised visitation with a child to a person who has been convicted or accused of raping the parent of the child.
Directs the commissioner of health to establish a standard protocol for the diagnosis and treatment of Lyme disease and other tick borne diseases identified by such commissioner; such protocol shall require the provision of written notification to each patient being treated for Lyme disease or other tick borne diseases relating to symptoms, risk factors, diagnosis and other information relating to such diseases.
Establishes a pilot program for Lyme and tick-borne disease testing in children.
