Restricts the formation of new development agencies in Erie County.

Exempts amounts received from any financial settlement for childhood sexual abuse for determining eligibility for or amount of benefits under any program provided under the social security law.
Relates to eligibility requirements for the receipt of child care assistance; removes requirement for an individual to work at least 17 1/2 hours per week for families with incomes up to two hundred percent of the state income standard who are attending a post secondary educational program.
Relates to licensure fees for veterans.
Directs the public service commission to survey all utility poles throughout the state, assess their condition and report the condition of such utility poles to the owners of such utility poles; requires the owners of utility poles in poor condition or twenty or more years old to replace such poles or receive a fine.
Requires the department of state to promulgate rules and regulations providing for the recognition of Indian tribes as Indian Nations; further requires an annual report to the legislature.
Directs the commissioner of health, in consultation with the commissioner of the office of general services, to conduct a study on the use of solid antimicrobial materials for touch surfaces in the construction of public buildings.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Authorizes the direct intrastate and interstate shipment of liquor.
Provides procedures to be followed in appointing a hearing officer for removal and disciplinary action against certain public employees not in the service of the city of New York, including the use of a member of the American Arbitration Association as the hearing officer and the fees to be paid therefor; provides for suspension, with pay, pending the determination except where the employee has entered a guilty plea to a felony crime involving criminal sale or possession of a controlled substance.
