Relates to the calculation of final average salary for certain members of the New York state and local police and fire retirement system

Provides that certain members of the police and fire retirement system shall have final average salary be calculated as the regular compensation earned during the twelve months of actual service immediately preceding the date of such member's retirement.

Requires certain trains and locomotives to have a crew size of not less than two persons

Provides that no person operating or controlling any Class I railroad or Class II railroad shall allow the operation of any railroad train or locomotive for the movement of freight unless such railroad train or locomotive has a crew of not less than two individuals; provides exemptions; defines terms; imposes civil penalties.

Establishes the lesbian, gay, bisexual and transgender, and people living with HIV long-term care facility residents' bill of rights

Establishes the lesbian, gay, bisexual and transgender, and people living with HIV long-term care facility residents' bill of rights; prohibits a long-term care facility or facility staff from discriminating against any resident on the basis of such resident's actual or perceived sexual orientation, gender identity or expression, or HIV status.
