Changes the eligibility dates for a military service recognition scholarship to include certain conflicts beginning on and after June 1, 1982.

Returns funds of the power authority of the state of New York which were transferred in the budget; requires any funds of the authority which are transferred by law to be used for the purpose of economic development and/or energy rate relief within counties that host renewable generation facilities owned or operated by the power authority.
Criminalizes the sale, use and possession of synthetic drugs; provides various definitions for types of synthetic drugs.
