Requires a period of unstructured physical play for pupils enrolled in kindergarten and grades one through five.
Requires that alcoholic beverages imported into New York be first delivered to a licensed New York state wholesaler and maintained at a premises or warehouse operated by the wholesaler for a period of twenty-four hours.
Establishes a school ventilation and energy efficiency assessment, repair and verification program to require each school to: obtain an HVAC Assessment Report performed by qualified testing personnel documenting the functionality of the existing system or lack thereof, and obtain a report from a mechanical engineer identifying any upgrades, replacements or other measures recommended to improve the functionality, health and safety and/or energy efficiency of the HVAC system; adjust, and, if necessary, repair existing building HVAC systems, and install or replace HVAC systems, if necessary, to ensure proper and efficient operation, as well as compliance with health and safety standards; obtain an HVAC Verification Report performed by qualified testing personnel documenting any upgrades, replacements, installations or any other work performed on the HVAC system functions as designed and/or in compliance with health and safety standards; install CO2 sensors in classrooms, assembly areas, kitchen or cafeteria areas or building office spaces to provide ongoing verification that proper ventilation is maintained during operation; makes related provisions.
Relates to small business savings accounts; provides tax incentives for contributions and distributions.
Relates to authorizing a license to sell liquor at retail for consumption on-premises, notwithstanding certain restrictions regarding proximity to a school, church, synagogue, or other place of worship, for certain property located in the county of Erie.
Relates to the sale of monuments; provides no religious corporation owning, managing or controlling a cemetery shall, directly or indirectly, engage in the sale of monuments, or authorize or permit any employee or trustee or director thereof to advertise or make known his or her relationship to such religious corporation or cemetery if such person is engaged in the sale of monuments outside of his or her employment by or affiliation with the religious corporation or the cemetery.
Relates to annual professional performance reviews of teachers and principals; establishes an optional system of annual professional performance review plans; repeals provisions relating to streamlined removal procedures for teachers rated ineffective.
Relates to the performance standards that must be met by managed long term care plans; enables managed long term care plans operated by organizations that also operate an Institutional Special Needs Plan (ISNP) or a PACE program, but not a Medicare Dual Eligible Special Needs Plan, to continue to meet managed long term care plans performance standards.
Authorizes recoupment by the state or any political subdivision of financial incentives such as awards, loans, grants or tax abatements, awarded businesses for purposes of job training, job creation or retention, or the development of business operations, upon recipient's failure to complete the terms of the incentive.
Provides for the distribution of proceeds from a tax foreclosure sale; requires notice to a former property owner of the existence of a surplus.
