Designates the state of New York a purple heart state

Maddy summaryThis bill officially designates New York as a "Purple Heart state" to honor combat veterans for their service and sacrifice. The primary mechanism is a simple addition to the state laws that formally assigns this title to the state. This designation is symbolic and does not create new funding, change existing benefits, or alter any current policies for veterans.

Allows pharmacy technicians to practice in any pharmacy under the supervision of a pharmacist

Maddy summaryThis bill allows registered pharmacy technicians to work in any pharmacy under the direct supervision of a licensed pharmacist. It clarifies that technicians can assist with tasks like preparing and dispensing drugs only when those tasks do not require professional judgment, which must always be reserved for the pharmacist. The law requires the pharmacy to ensure technicians have received proper training before they begin assisting and defines supervision as the pharmacist staying in the immediate area to authorize and evaluate the technician's work.

Relates to the service area for paratransit transportation

Maddy summaryThis bill updates state transportation laws to ensure that buses serving people with disabilities are available within a three-mile radius of any fixed bus route. It mandates that new buses added to transit fleets must be accessible to individuals using wheelchairs or other mobility aids, with specific exceptions for temporary shortages and vehicles with a useful life of six years or less. The legislation applies to both the state transportation authority and its subsidiaries, as well as other transportation providers operating local fixed-route services. By requiring accessible vehicles in this expanded service area, the bill aims to improve mobility options for disabled passengers across a wider geographic range.

Removes limits on licensed physical therapists treating patients without a referral

Maddy summaryThis bill removes the previous limit on how long a licensed physical therapist can treat a patient without a doctor's referral. It allows therapists to provide care directly to patients who do not have a referral from a physician, dentist, podiatrist, nurse practitioner, or midwife. Under the new rules, therapists must refer patients if symptoms suggest conditions outside their scope, maintain communication with the patient's primary care provider if one exists, and inform patients in writing that insurance may not cover the treatment without a referral. The law also requires therapists to keep a signed record of this notice in the patient's file.

Provides for the licensing of vision impairment specialists

Maddy summaryThis bill establishes a new licensing framework for vision impairment specialists in New York State, directly affecting professionals who provide specialized services to individuals with visual disabilities. It creates a dedicated state board composed of licensed specialists, medical doctors, public representatives, and blind community members to oversee the profession and set standards. The legislation defines two specific roles, orientation and mobility specialists and vision rehabilitation therapists, outlining their duties such as training clients in safe movement, independent living skills, and the use of adaptive devices. By requiring formal licensure and creating a regulatory board, the bill aims to standardize training requirements and ensure consistent quality of care for visually impaired persons.
