Relates to the applicability of certain provisions with respect to persons injured in the use of scaffolding and other devices for use by employees

Provides that where safety equipment or devices have been made available, and an employee has failed to follow safety instruction or safe work practices in accordance with training provided, or failed to utilize provided safety equipment or devices, or engaged in a criminal act or was impaired by the use of drugs or alcohol, and such failure, act or impairment is a proximate cause of an injury to such person, the conduct attributable to such person shall not bar recovery, but the amount of damages otherwise recoverable shall be determined in accordance with contributory negligence provisions.

Relates to leaving the scene of an incident without reporting; and making an appropriation therefor

Increases the penalty for leaving the scene of an incident without reporting; creates a public service campaign informing the public of the laws surrounding leaving the scene of an incident without reporting; establishes the statewide hit-and-run alert system; makes an appropriation therefor.

Directs a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation

Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.

Relates to establishing the safe water infrastructure action program

Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.

Authorizes a real property tax exemption for certain eligible reservists

Authorizes a real property tax exemption for certain eligible reservists upon adoption of a local law, ordinance or resolution providing therefor; requires property of such eligible reservists to be his or her primary residence; requires such reservist must have retained his or her active duty status for at least 90 consecutive days to claim such tax exemption.
