Provides for the "Campaign Medal for Service" to be awarded to those who have provided military service in Iraq.
Regulates political contributions and expenditures by limited liability companies and the reporting thereof.
Makes a proclamation extending a local state of emergency issued by the chief executive subject to the approval of the local governing body of the applicable county, city, town or village; provides that all orders issued by a local board of health shall be effective for a period of five days; requires approval by the applicable local governing body for each extension thereof.
Amends the 2021 aid to localities budget by restoring cuts to the medical assistance program.
Provides that liquor stores may open at ten am on Sundays; further allows such stores to be open on December 25th, Christmas day.

Requires the office of children and family services to determine and then notify the appropriate local child protective service if the subject of an allegation of child abuse or maltreatment is the operator of a licensed day care or similar facility, or if any person named in a report is a known sex offender or has previously been the subject of an indicated report of abuse or neglect.
Requires the Erie county stadium corporation and any working group, subcommittee, advisory committee or subsidiary formed thereunder to comply with the open meetings law; relates specifically to the new stadium working group.

Authorizes Mark E. Dole to elect to participate in the optional twenty-year retirement plan for police officers employed by the town of Eden in the county of Erie.
