Authorizes Paul O'Brien, a village of East Aurora police officer, to receive certain credit under section 384-d of the retirement and social security law.
Directs the commissioner of corrections and community supervision to establish contraband screening at correctional facilities including canines at the entrances and a third-party secure vendor mail program.
Provides that the tax on cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any premium cigars; defines "premium cigar".
Enacts the "donor-conceived person protection act" to ensure that reproductive tissue banks, licensed by the department of health, collect and verify medical information from any donor it procures reproductive tissue from and to disseminate such information to a recipient before a recipient purchases or otherwise receives such tissue, and to donor-conceived persons, if any, when such persons turn eighteen years of age or earlier upon consent of the recipient parent or guardian; defines terms; makes related provisions.
Prohibits persons convicted of murder or sentenced to life without parole or where the defendant acting either alone or with one or more other persons, commits or attempts to commit robbery, burglary, kidnapping, arson, rape in the first degree, criminal sexual act in the first degree, sexual abuse in the first degree, aggravated sexual abuse, escape in the first degree, or escape in the second degree, and, in the course of and in furtherance of such crime or of immediate flight therefrom, he or she, or another participant, if there be any, intentionally causes the death of: a police officer; a peace officer; a firefighter, emergency medical technician, ambulance driver, paramedic, physician or registered nurse involved in a first response team, or any other individual who, in the course of official duties, performs emergency response; or an employee of a state correctional institution or was an employee of a local correctional facility, when such person was engaged in the course of performing their official duties, from being eligible for commutation of sentence.

Establishes the New York state school resource officer program; provides for grants for school resource officers (Part A); relates to peace officers who are retired police officers employed by a school district as a school resource officer (Part B); allows retired police officers to be employed by a school district as a school safety officer, school security officer or any other substantially similar position for an annual salary of $50,000 or less to continue to receive their full retirement benefit (Part C).
Authorizes local municipalities to establish tourism recovery improvement districts.
Enacts the New York state buy American salt act to ensure all rock salt, or sodium chloride, used or supplied in the performance of a government contract or any subcontract thereto within the state shall be mined or hand harvested in the United States.
Authorizes Michele Rickard, a town of Hamburg police officer, to receive certain credit under section 384-d of the retirement and social security law.
