Extends the provisions of law relating to the mortgage recording tax in the county of Livingston from December 1, 2022 to December 1, 2025.

Authorizes tastings at licensed premises by distillers; authorizes the sale of any liquor manufactured by the licensee; makes related provisions.
Prohibits county correction officers from dispensing medication using syringes or needles to incarcerated individuals unless they are otherwise authorized to do so.
Relates to utilization review program standards; requires use of evidence-based and peer reviewed clinical review criteria; relates to prescription drug formulary changes and pre-authorization for certain health care services.
Designates as peace officers certain employees of the Monroe county sheriff's office serving as court security deputies at Monroe county court facilities.
Directs the department of taxation and finance to provide notice to a property owner who is a veteran or who is the spouse or unmarried surviving spouse of a veteran when a school district grants a school tax exemption or abatement for veterans and provide direction on how to apply for such exemption or abatement.
Makes permanent the provisions of chapter 396 of the laws of 2012, amending the education law, relating to services to out-of-state school districts by boards of cooperative educational services.
