Establishes the reimaging excess New York state property act; provides the reimaging excess New York state property authority shall purchase any abandoned, surplus or otherwise unused state-owned real property and reconstruct, renovate, replace, maintain, repair, enlarge, extend, operate, lease, as lessee or lessor, and/or regulate the repurposing of such properties.

Relates to providing only plastic or composite eating utensils at state correctional facilities for use in cafeterias, mess halls, canteens, commissaries, or any other dining facility located within.
Authorizes the possession of a firearm, shotgun or rifle in certain sport shooting and target practice facilities; provides that current restrictions on possession of a firearm, shotgun or rifle shall not include otherwise lawful possession for the purpose of participating in shooting sports, including practice and competition.
Establishes a Hire-Now tax credit; provides for new job creation; provides for additional credit where the person hired was receiving unemployment.

Provides for the rate of employer contributions to the unemployment insurance fund in the 2024 fiscal year; establishes the unemployment insurance solvency reserve fund.
Permits at the discretion of the court certain members of the deceased victim's family to read statements in court during the sentencing of a defendant, rather than allowing only a single member of the victim's family to read a statement in court, upon consultation with counsel for the defendant and the people.
