Establishes a rental assistance loan-to-grant program to assist landlords of small rental properties who have lost rental income due to the inability of the landlords' tenants to pay rent during the COVID-19 state disaster emergency; provides for the repeal of such provisions upon the expiration thereof.
Relates to murder in the first degree.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Establishes the crime of feticide or the intentional killing of an unborn child at any stage of gestation; makes such crime a class A felony.
Directs the office of mental health to develop materials relating to suicide prevention and identifying signs of depression for school-aged children; authorizes school districts to include suicide prevention in health class curriculum.
Increases the maximum amount of individual awards for the physician loan repayment program and physician practice support program to encourage physicians to practice in underserved areas.
Allows veterans with a service-connected disability or Purple Heart free use of parks and campsites; provides that such disability shall be 10 percent service-connected or greater.

Prohibits the increase of an employer's rate of contribution to the unemployment insurance fund due to the deployment of an employee into active service in the national guard or armed forces reserves.
