Authorizes a religious corporation to sell real property where consideration paid therefor and fair market value thereof is less than $200,000, and mortgage real property when such mortgage secures debt of less than $200,000, without leave of supreme court.

Increases the penalty for leaving the scene of an incident without reporting; creates a public service campaign informing the public of the laws surrounding leaving the scene of an incident without reporting; establishes the statewide hit-and-run alert system; makes an appropriation therefor.
Prohibits persons who have been convicted of animal cruelty from working at an animal shelter; makes such violation a class A misdemeanor.
Relates to amending the universal full-day pre-kindergarten program subscription amount for regions other than New York city.

Relates to providing a tax credit for densified biomass fuel expenditures; defines "qualified densified biomass fuel expenditures" and "densified biomass fuel".
Relates to authorizing small business tax-deferred savings accounts for the purpose of improving facilities of such business and for procurement of machinery or equipment.
Provides for the "Campaign Medal for Service" to be awarded to those who have provided military service in Iraq.
Authorizes school districts to establish an extraordinary needs reserve fund for the expenses of providing special education.
Provides that any person interested in the grant or denial of discretionary release shall have the right to submit a written statement of views in support of or in opposition to the granting of discretionary release which the parole board may consider.
