Enacts the "food retail establishment subsidization for healthy communities act" (FRESH Communities); provides loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas.

Relates to enacting the rent emergency stabilization for tenants act on local determinations of a housing emergency; authorizes a city with a population of one million or more to declare an emergency as to any class of housing accommodations if the vacancy rate for the housing accommodations in such class within such municipality is not in excess of five percent and a declaration of emergency may be made as to all housing accommodations if the vacancy rate for the housing accommodations within such municipality is not in excess of five percent; authorizes other cities, towns and villages to declare a housing emergency after considering publicly available data and holding public hearings.

Regulates energy consumption by data centers; requires annual disclosure reporting; prohibits incentives in fossil fuel power purchase agreements with utilities.

Directs that a state, county or local official of employee who receives a subpoena, warrant or other request for or to inspect election materials, equipment or non-public records shall provide notice of such subpoena, warrant or order to the state board of elections and the attorney general; permits the attorney general to seek preliminary or permanent injunctive, declaratory or other appropriate equitable relief.

Extends the tangible property credit component of the brownfield redevelopment tax credit for certain qualified sites which contain 40% open space and 25% affordable housing units.

Requires the office of court administration, clerks, and all other records custodians to develop policies and procedures to ensure no identifying information or documentation relating to name change actions or sex designation change actions is visible or retrievable in any electronic database maintained by the state of New York or a subdivision thereof.
