Establishes the strategic site readiness fund within the department of economic development to cultivate a resource of commercial, industrial sites that are readily available to new businesses, established businesses that are considering moving to the state, or existing businesses within the state that need additional sites to remain or expand within the state; appropriates five hundred million dollars therefor.
Requires the cannabis board's social and equity plan to promote diversity in commerce, ownership and employment, and opportunities for social and economic equity in the adult-use cannabis industry and to award fifty percent of adult-use cannabis licenses to social and economic equity applicants and ensure inclusion of lesbian, gay, and bisexual individuals.
Permits deductions for commercial cannabis activity including the cultivation, possession, manufacture, distribution, processing, storing, laboratory testing, packaging, labeling, transportation, delivery, or sale of cannabis and cannabis products, or acting as the holder of an adult-use on-site consumption license.
Includes transgender, gender non-conforming and non-binary individuals in the social and economic equity plan of the New York state cannabis control board relating to the awarding of adult-use cannabis licenses.
Provides for the coverage of air ambulance services in the child health plus program.
Requires COVID-19 testing for employees in nursing homes and residential health care facilities at least once a week; provided, however, employees who have not received the full set of vaccinations shall be tested twice a week.
Enacts the "Excelsior Opportunity Accounts Act"; establishes a special fund for EO accounts within the department of financial services for certain eligible individuals born after December 31, 2023, who reside in the state, are under age 18, with household income not exceeding 700% of the poverty level; provides for contribution and investment of monies of fund.
Provides coverage of remotely connected insulin pens under the pharmacy benefit of medical assistance for eligible patients with diabetes.
