Relates to autonomous vehicle driving

Provides that a person may operate a fully autonomous vehicle on the public roads of this state without a human driver provided that the automated driving system is engaged and the vehicle meets certain conditions; defines terms; requires insurance and that such vehicle is registered as a fully autonomous vehicle; makes related provisions.

Provides voice communication service to incarcerated people at no cost

Relates to providing voice communication services to incarcerated individuals in state correctional facilities at no cost; requires agencies charged with the operation and management of state and local correctional facilities and juvenile detention facilities to provide persons in their custody with voice communication service at a minimum of 90 minutes per day.

Prohibits the arrest or restraint of a child less than thirteen years of age while effecting the arrest of the parent or guardian of such child

Provides that no police officer shall arrest, restrain, or otherwise subdue a child who is thirteen years of age or less while effecting the arrest of the parent or guardian of such child; provides that all police officers present at the scene of arrest shall have an affirmative duty to keep such child safe, and shall permit the person being arrested to communicate with such child up until such person is removed from the scene.

Clarifies that aspects of certain athletic projects should be counted as capital improvements for the brownfield redevelopment tax credit

Clarifies starting with the taxable year twenty eighteen, stadiums, parks, basketball courts and other recreational facilities shall be considered buildings, and that components of stadiums, parks, basketball courts, and other recreational facilities including sports field turf, site lighting, parking lots, sidewalks, access and entry ways, and other improvements not directly to or added to land shall be considered structural components of buildings under the internal revenue code, and shall be included in the definition of tangible property for the purposes of the brownfield redevelopment tax credit, and shall not be considered on the basis of real property.

Provides for conditional adult-use cultivator licenses and conditional adult-use processor licenses

Provides a conditional adult-use cultivator license to process and distribute cannabis flower products without holding an adult-use processor or distributor license; provides a conditional adult-use processor license to process and distribute cannabis products; provides for the repeal of certain provisions upon the expiration thereof.
