Enacts the "Tax-free debt forgiveness act"; excludes certain student loan forgiveness amounts authorized under 20 U.S.C. Sections 1098aa, 1098bb, 1098cc, 1098dd or 1098ee from state income tax.

Establishes the right to legal counsel in immigration court proceedings; provides for the administration thereof.
Allows for eligibility of green CHIPS projects in the Excelsior tax credit program.
Provides that recounts of ballots conducted by the board of elections or a bipartisan committee appointed by the board can be either done manually or via the use of any automated tool authorized for such use by the board of elections, which is independent from the voting system it is being used to recount, of all ballots for a particular contest where the margin of victory is less than or equal to 0.5% but greater than 0.25%; allows for losing candidates to deny a recount before any recount is conducted.
Enacts the "health equity, affordability, and reform act"; relates to the basic health program; permits a person or eligible small group to purchase coverage from a basic health plan on behalf of an individual, spouse, and any qualified dependents through the basic health program buy-in as long as the individual, spouse, and any qualified dependents otherwise meet certain eligibility requirements (Part A); relates to cost containment and consumer protection; relates to income execution (Part B); establishes the chronic disease demonstration program to recommend cost-sharing eliminations for targeted high-value services, treatments and prescription drugs used to treat certain chronic conditions (Part C); addresses health equity through safety net hospital support; promotes health equity through commercial rate equity for safety net hospitals that predominantly serve communities that experience health disparities because of race, ethnicity, socioeconomic status or other status (Part D); provides that the commissioner of health may require any health care provider or third-party payer to report additional claim or price information not already reported pursuant to this section to analyze all health care expenditures in the state from public and private sources (Part E).
Allows certain elected officials in the town of Clarkson, in the county of Monroe, who failed to take or file their respective oaths of office for the three-year term beginning January 1, 2020 to continue serving in their respective capacities provided they take and file their oaths of office within thirty days from the effective date.
Extends the effectiveness of the estate tax treatment of dispositions to surviving spouses who are not United States citizens to July 1, 2025.
Eliminates noting an address change on driver licenses and non-driver identification cards.
Relates to equality of rights and protection against discrimination.
Relates to ballots where the express intent of the voter is unambiguous.
