Defines "neurological injury" as an injury to the brain or spinal cord of a person occurring in the course of the provision of medical services, that rendered the person with a permanent and substantial motor impairment or with a disability that: results in similar impairment of general intellectual functioning or adaptive behavior to that of intellectually disabled persons; requires treatment and services similar to those required for such person; has continued or can be expected to continue indefinitely; and constitutes a substantial handicap to such person's ability to function normally in society; differentiates a birth-related neurological injury and a neurological injury.
Removes the prohibition relating to certain discovery of testimony in certain actions for medical, dental or podiatric malpractice.
Requires a review and report by the superintendent of financial services, in consultation with the office of court administration, on the adequacy, reasonableness and affordability of insurance products designed to pay for the future medical expenses of injured plaintiffs who receive a judgment or settlement for damages that include future medical expenses.
Provides that evidence of a homicide where the defendant has substantiated affiliation with a criminal enterprise may be withheld from discovery.
Provides that a capital tax levy shall not be included within the definition of "tax levy limit"; defines "capital local expenditures" and "capital tax levy".
Relates to student financial aid programs; allows absence because of uniformed service, maternity/paternity, FMLA, or due to compensable injury to be creditable time.
Authorizes aid for career education to begin in grade nine instead of grade ten; changes the amount per pupil.

Directs the department of economic development, in conjunction with other departments and entities, to conduct a comprehensive study of public and private museums, including taking a census of public and private museums in the state, and to report the findings and recommendations of such study.
