Establishes a Black Leadership Institute within the state university of New York as an initiative for Black leaders in higher education with a mission to retain and grow from within SUNY a greater proportion of Black professionals at SUNY campuses; creates an eight member advisory council.
Prohibits naming dependent children under the age of 18 living in the same household with a parent or guardian in petitions to recover possession of real property and eviction warrants; seals any records pertaining to dependent children under the age of 18 living in the same household with a parent or guardian who were residing on or removed from such property.

The legislation also protects these practitioners from retaliation, such as firing or discipline, if they provide care or communicate in accordance with the new rules. Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses; provides a tariff for charging of electric buses.
Extends confidentiality privileges to certain communications to or from a licensed mental health counselor in the course of his or her professional employment, and to certain employees of such licensed mental health counselor; provides exceptions thereto.
Requires every municipality to submit to the department of health a community health assessment in alignment with the state health improvement plan cycle and no more frequently than every six years; removes requirement of a community health assessment no more frequently that every two years.
Requires every utility corporation to provide an expenditures and lobbying report by March 31, 2025 and every semi-annual period thereafter to the department of public service.
