Eliminates the requirement that certain minority and women-owned business enterprise owners have a personal net worth of less than three million five hundred thousand dollars in order to obtain certification as a certified minority and women-owned business enterprise; clarifies that an individual's net worth is to be considered in determining eligibility for certification under article 15-A of the executive law.

Relates to reciprocity of debarments imposed under the federal Davis-Bacon Act and directs the governor to convene a work group to study and make recommendations to the legislature regarding the appropriate payment of supplements to construction workers; prohibits companies who violate the Davis-Bacon act from contracting with the state.

Provides that each investor owned utility must file with the public service commission an electric vehicle charging tariff that allows a customer to purchase electricity solely for the purpose of recharging an electric vehicle; defines terms; makes related provisions.
