Repeals provisions of law relating to sellers of ammunition.

Requires all motor vehicle insurers to file annual detailed financial and claim data statements with the superintendent of financial services; provides all such statements shall be made available to the public.
Requires wireless telephone companies that offer shared or family plans to allow victims of domestic violence to be released from the account without penalty in instances of domestic violence.
Enacts "Brittany's law" defining domestic violence offenses and offenders and requiring such offenders to register with the division of criminal justice services; establishes the crimes of failure to register or verify as a domestic violence offender in the first and second degrees.
Establishes the temporary state commission on intimate partner violence, within the office for the prevention of domestic violence, to study, report on and make recommendations on the prevalence, causes, effects, risks and costs of such violence.
Redefines excavation for the purposes of the protection of underground facilities to exclude certain practices from the definition.
Provides that in certain instances the school district budget will be approved if the majority of the votes cast are in the affirmative and if the budget, without the separate proposition or propositions, does not exceed the tax levy limit.
Relates to reimbursement for ambulance services; requires insurers to submit payments directly to ambulance providers who are in-network or, for out-of-network ambulance providers, requires the issuance of a joint check to the insured specifying both the insured and the ambulance provider as payees.
Establishes Buoy's law; requires veterinarians to notify owners of potential risks and side effects of medication verbally and in writing prior to prescribing or otherwise providing medication to an animal; requires veterinarians to provide a manufacturer's warning label or information insert when repackaging medication.
Expands application of unlawful discriminatory practices based on sexual harassment to entities benefitting from or utilizing the services of an independent contractor; defines "sexual harassment; prohibits the confidentiality or non-disclosure of the basis of any sexual harassment action leading to a settlement; prohibits mandatory arbitration provisions in contracts relating to allegations of sexual harassment.
