Authorizes a court to set bail or commit a principal to custody where the principal has been designated a sex offender.
Enacts "Averyana's law"; provides a tax credit for the purchase and installation of certain smoke alarms which incorporate photoelectric technology including but not limited to: photoelectric detectors; dual photoelectric/ionization detectors; and photoelectric/carbon monoxide detectors.
Relates to penalties for the promotion of prison contraband; amends the definition of dangerous contraband; amends the promotion of prison contraband in the first degree to a class C felony.

Requires the commissioner of corrections and community supervision to permanently terminate the conjugal visit program, commonly known as the family reunion program; further directs such commissioner to prohibit the establishment of any program designed to provide selected inmates and their families the opportunity to privately meet for an extended period of time.
Enacts the "employment first choice act" to ensure that an individual with developmental disabilities in a nonintegrated setting shall have the right to remain in such a setting under certain circumstances.
Requires labels identifying the country of origin on certain dental restoration products, including crowns, bridges, dentures and similar products; requires dentists to disclose the country of origin to the patient prior to applying or implanting such devices; imposes a civil penalty on the manufacturer per violation.
Requires proportionally equivalent appointees of both the majority and minority houses of the legislature in all legislatively enacted workgroups, task forces, commissions, councils, advisory boards, committees and any other legislatively enacted and appointed groups or workgroups; requires that the number of appointees by the legislature shall be proportionally equivalent to the number of appointees by the governor.
