Requires the commissioner of education to direct the resumption of interscholastic sports during the COVID-19 pandemic and requires proper safety protocols be put in place to enable the safe play of such sports.

Relates to certain crimes related to the operation of a motor vehicle; establishes the crimes of persistent aggravated unlicensed operation of a motor vehicle and persistent driving while intoxicated or while ability impaired by drugs.
Allows cities and towns to pass a local law or resolution, subject to permissive referendum, to allow a real property tax exemption for privately-owned, public use airports; the percentage of exemption would be specified in the law or resolution; the exemption would be limited to improvements to the airport used for takeoff, landing, taxiing and open air parking of aircraft, air navigation or communications facilities and passenger terminals available to the public without charge.
Relates to enhancing penalties and protecting victims of crimes of domestic violence.
Prohibits the sale of kratom to individuals under the age of eighteen; defines "kratom" as any part of the plant Mitragyna speciosa, whether growing or not, and any compound, manufacture, salt, derivative, mixture, or preparation of such plant; imposes a civil penalty of not more than five hundred dollars for the sale or provision of kratom to any person under the age of eighteen.
Authorizes the Cayuga county jail to be used for the detention of persons under arrest being held for arraignment in any court located in the county of Cayuga.
Authorizes the removal of judges who are convicted of certain misdemeanor crimes and/or parole violations; requires certain hearings to be public.
Provides that no person holding elected office in this state shall be given priority over healthcare workers, members of vulnerable populations, or first responders for purposes of receiving any vaccine against the novel coronavirus (COVID-19) unless such elected official is a healthcare worker, member of a vulnerable population or a first responder, or otherwise qualifies as a member of a group to which priority in COVID-19 vaccination is given.
