Establishes the class B felony of criminal sale of a controlled substance upon the grounds of a drug or alcohol treatment center.
Permits adjournment of sentencing for a period of one year from the date a defendant is placed on interim probation supervision.

Relates to prescribing opioids to a minor; prohibits practitioners from prescribing to a minor more than a seven day supply of any controlled substance containing an opioid and requires practitioners to obtain written parental consent before issuing a first prescription of a controlled substance containing an opioid to a minor; establishes exceptions.
Enacts the "Save our New York state restaurants act" authorizing a sales tax exemption for the sale of food and drink at restaurants and taverns during a specific one week period and grants certain municipalities the option to grant such limited exemption.
