Directs the commissioner of motor vehicles to conduct a study on the distribution of traffic fines and to issue a report on the matter.

Creates the coronavirus business interruption and municipal recovery program to provide grants through the empire state development corporation to businesses and municipalities which sustain economic losses as a result of the COVID-19 emergency; authorizes the issuance of bonds to fund the grants.
Relates to establishing a job creation tax credit; provides that the amount of the credit shall be six percent of the total amount of wages paid to the qualified employee during the employee's first six months of employment and if the qualified employee was receiving unemployment insurance benefits at the time of hire for a minimum of thirteen weeks or is employed directly in the manufacturing process in an eligible industry, the amount of the credit shall be twelve percent of the total amount of wages paid to the qualified employee during the employee's first six months of employment; caps the credit at $750 for any qualified employee and $1500 for any qualified employee who was receiving unemployment insurance benefits at the time of hire for a minimum of thirteen weeks or who is employed directly in the manufacturing process in an eligible industry.
Directs the commissioner of taxation and finance to utilize a third-party evaluator for investigating the effectiveness of state tax incentives.
Provides that real property tax exemptions granted to real property owned by corporations or associations organized or conducted exclusively for hospital or for purposes related to the moral or mental improvement of men, women, or children and used exclusively for carrying out such purposes shall only be granted if the property owner can prove by clear and convincing evidence that each acre is actually used for such purpose at least 120 days a year.
Relates to establishing student loan repayment accounts; authorizes employers to establish student loan repayment accounts and provide matching funds up to $5000 a year; establishes tax deductions for participating employers.
Relates to patient counseling before issuing a prescription for a schedule II opioid; requires practitioners to consult with the patient regarding the quantity of the opioid and the patient's option to fill the prescription in a lesser quantity, and to inform the patient of the risks associated with opiate addiction and document the reason for the prescription.
Establishes the crime of homicide by sale of an opiate controlled substance; makes such crime a class A-1 felony.
Amends provisions related to the farm laborers wage board, including how many times they must meet each year and additional considerations the wage board shall make when making a report to the governor and the legislature.
Credits any on-premises licensees or any manufacturing licensee with on-premises retail privileges for each day they were unable to operate due to COVID-19; provides that such credits shall be used for such licensee's license renewal; provides for the repeal of such provisions upon expiration thereof.
