Grants a sales and compensating use tax exemption for goods under $2 sold for fundraising organized by school-based volunteer organizations.
Requires the employment address of certain sex offenders to be reported to the division of criminal justice services.
Provides for the establishment of school speed limits of not less than fifteen miles per hour by the legislative body of any county or, if so delegated, by the legislative body of any locality within said county on a portion of a state highway, county or town road passing a school building.

Authorizes the sheriff of any county outside the city of New York to issue pistol permits upon the approval of the county clerk.
