Directs the court to provide notice to the former owners of foreclosed property of the right to file a claim for the excess funds from the sale of the real property.

Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.
Tasks the child care availability taskforce with evaluation of the office of children and family services' regulations regarding minimum supervision ratios based on group size for infants, toddlers and preschoolers.
Exempts certain child day care grant awards such as child stabilization grants from taxation; allows child day care providers an extension of time of the original 90 day period to make necessary changes or accommodations to their facility to meet licensing requirements; grants the office of children and family services authority to grant additional extensions of time, if necessary.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Provides for supplemental aid payable to low spending high need school districts in the 2024-2025 school year and thereafter.
Requires the office for people with developmental disabilities to develop and maintain a community residence opportunities waitlist which include the names and contact information of all individuals seeking placement in a community residence.
