Establishes a task force on missing women and girls who are black, indigenous and people of color (BIPOC) to develop policy changes that will work to address the lack of care and concern for missing and murdered BIPOC women and girls with New York state governmental agencies.

Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Authorizes community composting operations registered with the department of environmental conservation but not requiring a permit from such department to use parklands without violating alienation laws or restrictions.
Establishes the offense of unsolicited disclosure of an intimate image as a violation; requires sexual harassment prevention training for individuals convicted of such offense.
