Delays reductions in the ordinary death benefit payable to members of the New York State and Local Retirement and the New York State and Local Police and Fire Retirement System to ensure that no reduction before a member becomes retirement eligible for an unreduced retirement from age 61 to 62 for members in Tiers 1-5 and 63 for members in Tier 6.
Establishes a blue alert system to aid in the identification, location and apprehension of any individuals suspected of killing or seriously wounding any police officer.
Relates to the effect and rebuttal of certain medical presumptions relating to heart disease; provides that, for certain members, any condition of impairment of health caused by a disease of the heart, resulting in disability, shall be presumptive evidence that such disability was incurred in the performance and discharge of duty and the natural and proximate result of an accident.
Relates to cost recovery by municipalities and other recipients from responsible parties; ensures that responsible parties do not benefit from state assistance payments/grants made by the environmental facilities corporation to municipalities and recipients and unnecessarily burden taxpayers.
Establishes twenty-five year retirement programs for members of the New York city employees' retirement system employed as fire protection inspectors and associate fire protection inspectors.
Authorizes Suffolk regional off-track betting corporations to host up to 2000 video lottery gaming devices; provides that in the Nassau region such facility shall not exceed one thousand video lottery gaming devices.
Requires businesses that make payments in lieu of taxes to provide agencies, local governments and school districts with notice of their intention to file for a change in assessment.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
Allows the use of design-build contracts with respect to certain public work contracts relating to the Wyandanch Health and Wellness Center.
