Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.

Requires certain perils be covered under business interruption insurance during the coronavirus disease 2019 (COVID-19) pandemic.
Authorizes and directs the state board of elections to create an online petitioning system for designating petitions.
Modifies the standard of evidence and certain other procedures when determining whether to revoke the community supervision of a person.
Extends the top state income tax rate to 10.32% for taxpayers whose New York taxable income is over $100,000,000 and establishes new brackets below such top rate.
Suspends all rent payments for certain residential tenants and small business commercial tenants if such tenant has lost employment or was forced to close their place of business and certain mortgage payments for landlords of such tenants in the state for ninety days following the effective date of this act in response to the outbreak of coronavirus disease 2019 (COVID-19).
