Relates to establishing an obligation to affirmatively further fair housing by state departments, agencies or offices administering housing laws or housing programs and by any localities receiving state funds to administer programs and activities related to housing.

Imposes an additional tax surcharge on certain non-primary residence class one and class two properties in a city with a population of one million or more.
Requires public employers to adopt a plan for operations in the event of a declared public health emergency involving a communicable disease which shall include identification of essential personnel, needed personal protective equipment, staggering work shifts and providing necessary technology for telecommuting.
Authorizes and directs the department of health to develop rules, regulations and guidelines authorizing and regulating the visitation of personal care visitors and short-term compassionate care visitors at nursing homes and residential health care facilities.
