Relates to the biological control of Lyme disease vectors; authorizes the department of environmental conservation to suspend any existing authorization for the taking of foxes when the departments of health and environmental conservation certify that the health and welfare of the human population are in danger from Lyme disease in the area.
Establishes an office of sustainability to coordinate efforts across state agencies and other state government entities to address climate change mitigation and climate sustainability efforts.

Authorizes school districts to use school transportation aid to pay for the cost and expenses of transporting and delivering meals, homework materials and any other school materials to students during the COVID-19 pandemic.
Requires New York state agencies and other state government entities to provide personal assistance services to employees with targeted disabilities; provides exceptions; defines "personal assistance services".
Relates to the number of signatures needed for designating petitions in counties with a population of two hundred fifty thousand or fewer.
