Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.

Provides that an individual shall not become ineligible under the EPIC program due to an increase in social security benefits or a public or private pension where such increase does not exceed the consumer price index.

Enacts the "sustainable affordable housing and sprawl prevention act"; exempts or limits environmental review under SEQR for the construction of certain new residential units to avoid creating unnecessary housing sprawl; limits certain rights to action under SEQR; makes related provisions.
Creates the office of older adult workforce development within the office for the aging to address the needs of older adults regarding the workplace.
Relates to the development and posting of a senior trail guide that identifies walking and hiking opportunities for active seniors within the state park system and along public non-motorized multi-use trails within the state.
Establishes a Minority Coordinating Council on Asthmatic Affairs within the department of health to assess the asthma risk factors for the minority citizens of our state, counties and regions; identifies the existing barriers to quality asthma treatment and care among minorities; develops action steps for addressing care issues; launches a state-wide asthma awareness campaign to educate our citizens about the disease; requires report.
