Establishes the "protect our privacy (POP) act" to impose limitations on the use of drones for law enforcement purposes; prohibits the use of drones by law enforcement at concerts, protests, demonstrations, or other actions protected by the first amendment.

Implements the "New York State Build Public Renewables Act"; requires the New York power authority to provide only renewable energy and power to customers; requires such authority to be the sole provider of energy to all state owned and municipal properties; requires certain New York power authority projects and programs pay a prevailing wage and utilize project labor agreements.
Prohibits cases from being closed without a hearing or written stipulation; requires a stenographic record of all hearings held; requires minutes and decisions to be provided to the injured worker in their native language.
Increases the sale price threshold for food and drink sold in vending machines to be exempt from certain taxation.
Allows tenants to appeal judgments or orders issued against them without first being required to pay any portion of such judgment or order; postpones such payment until the end of the stay triggered by service upon the landlord of the notice of appeal or affidavit of intention to move for permission to appeal such judgment or order or pay an undertaking.
Provides that restaurants and third-party food delivery service may provide single-use food service items to customers when explicitly requested by the customer; prohibits certain plastic single-use items.
Allows voters age sixty-five or older to request an absentee ballot.
Enacts the "language barrier elimination act" to provide translations to limited English proficient individuals in connection with services provided through the department of labor, department of family assistance or department of health.
Provides additional requirements; applies additional prohibitions to charter schools.
Establishes the New York title guaranty program to provide title insurance for real property within the state; establishes the New York title guaranty corporation to implement the New York title guaranty program.
