Authorizes county clerks to retain a portion of fees collected for motor vehicle related service fees and requires the commissioner to remit such fees to the county clerks on a quarterly basis.
Directs the commissioner of motor vehicles to establish a next of kin registry for holders of drivers' licenses, learners' permits and non-driver identification cards; such holders may submit their emergency contact information to be used by police and medical services in the event the holder is injured or killed.
Amends the term "public library" to mean any library chartered by the state board of regents or incorporated under the not-for-profit corporation law constituting a public library, an association library or a free library.

Applies a special Medicaid rate of no less than one hundred twenty percent of the fee-for-service rate for residential health care facilities located in a county larger than two thousand square miles and operated by an organization with two hundred fifty certified beds or more.
Relates to aggravated cruelty to animals; removes requirement that an animal be killed with aggravated cruelty in order to be guilty of such crime.
Modifies conditions for New York state excelsior scholarship eligibility to ensure recipients need not work in the state following graduation and avoids converting the scholarship into a student loan in the event the recipient enlists in military service.
