Requires LGBT awareness curriculum or instruction

Maddy summaryThis bill requires public school districts in New York to develop age-appropriate curriculum about the historical treatment of lesbian, gay, bisexual, transgender, and gender non-conforming individuals. Schools must incorporate this content into social studies or other suitable courses, with flexibility for district-specific needs and grade-level adjustments. The curriculum must be developed by the education commissioner in consultation with relevant agencies, focusing on historical context rather than current events. The requirement takes effect for the 2026-2027 school year.

Requires every general hospital to have a community advisory board

Maddy summaryS 3939 requires every general hospital in New York to establish a community advisory board made up of local residents. The board must help hospitals create and update mission statements, review how well they serve community health needs (especially for underserved groups), and report annually on charity care and access to services. Hospitals must publicly share these reports on their websites and the state health department’s site. The bill also ensures board members cannot be state employees and are only reimbursed for expenses, not paid a salary.

Prohibits the imposition of limits on the length of stay at homeless shelters and emergency congregate housing

Maddy summaryThis bill prohibits state agencies from setting time limits for stays in homeless shelters and emergency congregate housing (shared facilities for over 96 hours). It directly affects homeless individuals and families using state-run or contracted shelters, requiring providers to allow continuous stays unless there's imminent danger or a voluntary move. The law mandates that residents maintain eligibility for temporary housing assistance under existing rules. It applies to all state and local agencies operating such facilities, with no exceptions for arbitrary time restrictions.
