Directs the department of taxation and finance to create and implement an online program which will enable each New York state taxpayer to prepare and electronically file his or her federal and state income tax returns free of charge.

Relates to mandatory influenza vaccine for persons attending daycare.
Establishes the temporary state commission on intimate partner violence, within the office for the prevention of domestic violence, to study, report on and make recommendations on the prevalence, causes, effects, risks and costs of such violence.
Requires the use of seatbelts by passengers in taxicabs and for-hire vehicles in the city of New York; also requires operators to display a notice informing passengers of such requirement.
Allows tenants the right to offset rent with payments made for the repair or service maintenance of an oil fired or other heating device where reasonable efforts were made to notify the landlord of the heating failure, the agency used is reasonably engaged in the business of making such repairs and an itemized bill for such service is provided.
Relates to raising the age for prosecution of certain crimes; amends the definitions for juvenile delinquent, persons in need of supervision, infant and juvenile offender; creates a youth part for certain proceedings involving juvenile offenders; and establishes that no county jail be used for the confinement of persons under the age of eighteen.
