Relates to the entitlement to unpaid leave of absence for victims of domestic violence; permits victims of domestic violence to take an unpaid leave of absence for twenty days from employment to address on-going domestic violence; defines "address on-going domestic violence"; contains provision to protect the individual's job position and benefits.

Prohibits the nonemergency application of pesticide or lawn care pesticide within any municipal park lands and lands under the jurisdiction of the state office of parks, recreation and historic preservation and requires notice of pesticide application.
Requires the department of health to periodically review the United States environmental protection agency's contaminant candidate list, and make a determination whether the department of health should establish rules and regulations for the protection from contamination by any or all of the contaminants on the contaminant candidate list.
Provides for the protection of the air quality at licensed day care centers and head start day care centers funded pursuant to federal law; requires the office of children and family services to consult with the commissioners of environmental conservation and health regarding the air quality and environmental hazards that may be involved with any new day care center or head start day care center; requires such office to consult with the department of health if any new environmental or environmental health hazard arises.
Allows tenants in multiple dwellings and multiple residences to offset against rent the cost of repairing habitability-impairing conditions in such dwelling or residence; establishes conditions and procedures therefor.
Raises the age of criminal responsibility to eighteen years of age.
Provides that in a city of one million or more, flashing purple lights may be affixed to and displayed on buses operated on a bus rapid transit route.
Relates to approval of major capital improvement rent increases and extending the length of time over which major capital improvement expenses may be recovered.
Directs the commissioner of health to conduct a comprehensive health review of the chemical 1,4 - Dioxane and establish a maximum contaminant level for the presence of 1,4 - Dioxane in public supplies of potable water that is protective of public health.
Prohibits the imposition of any surcharge for the installation or use of a tenant-installed appliance where the tenant pays for electric utility service.
