Requires the New York city transit systems to provide twenty-four hour service unless a declared state of emergency is in effect

Requires the New York City transit authority to operate its facilities and level of service on a daily twenty-four hour basis unless a declared state of emergency is in effect; requires the New York City transit authority or the metropolitan transportation authority subway system to require that the levels of service furnished upon the rapid transit facilities maintained in the city of New York provide continuous service for twenty-four hours a day when a declared state of emergency is not in effect; requires the Metropolitan transportation authority to require that the New York City transit authority railroad facilities and levels of service be operated and maintained on a daily twenty-four hour basis unless a declared state of emergency is in effect.

Requires comparison of prices charged by energy services companies

Requires that a billing statement delivered to the customer by an energy services company include a side-by-side comparison showing both the price charged by the energy service company for commodity and delivery service during the prior billing period, and the price the customer would have paid had they taken commodity and delivery service from their local utility corporation or municipality; requires an energy service company to provide each of its customers with an annual statement comparing the price charged by the energy service company for commodity and delivery services and other energy-related value-added products over the prior twelve-month period with the price such customer would have paid had they taken commodity and delivery service from their local utility corporation or municipality.

Provides that liquor authority may include certain terms and conditions as part of various licenses for on-premises consumption to assure premises lawfully operated

Provides that the state liquor authority may, with the consent of the applicant, include certain terms and conditions as part of various licenses for on-premises consumption of beer and liquor for the purpose of assuring that the licensed premises are operated in accordance with law and consistent with the public interest; provides that prior to including terms and conditions in a license, the authority shall consult with the applicant and any party entitled to receive notice of the application; provides that the terms and conditions shall be legally enforceable in the same manner as applicable provisions of this chapter or regulations of the authority.

Prohibits the issuance and enforcement of certain money judgments against a natural person, the accumulation of interest on certain money judgments against a natural person, and the entry of certain default judgments during the period of the COVID-19 state disaster emergency; provides for the repeal of such provisions upon the expiration thereof.

Enacts the student suicide prevention act

Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.

Relates to enacting the climate and community investment act

Enacts the climate and community investment act; prioritizes the allocation of public investments in disadvantaged communities; addresses climate change challenges through the expansion and growth of clean and renewable energy sources; adopts best value requirements for the solicitation, evaluation and award of renewable energy projects; establishes a community just transition program; establishes a climate pollution fee and a household and small business energy rebate; creates the climate and community investment authority.
